The address situates the rise of "gig" work in the context of a much longer-term trend toward more precarious forms of employment. It explores the forces that are driving these developments and discusses the problems they pose at both the individual level and the national level. By situating the United States in a comparative perspective, it identifies the structural factors that exacerbate the problem of precarity and intensify its effects in the American political economy.

I use the case of the transportation network company Uber as a lens to explore the comparative politics of the platform economy in Europe and the United States. Within the advanced capitalist world, different countries have responded in very different ways to this new service, from welcome embrace and accommodating regulatory adjustments to complete rejection and legal bans. I analyze Uber's arrival and reception in the United States, Germany, and Sweden, documenting three very different responses to this disruptive new actor. I show that conflicts over Uber centered on different issues in the three countries. These differences were consequential because the specific regulatory "flashpoints"that Uber provoked mobilized different actors, inspired the formation of different coalitions, and shaped the terms on which conflicts over Uber were framed and fought.

This essay reviews recent literature on varieties of capitalism, drawing on insights from existing studies to propose a new, more differentiated way of thinking about contemporary changes in the political economies of the rich democracies. The framework offered here breaks with the "continuum models" on which much of the traditional literature has been based, in which countries are arrayed along a single dimension according to their degree of "corporatism" or, more recently, of "coordination." In so doing, it reveals combinations-continued high levels of equality with significant liberalization, and declining solidarity in the context of continued significant coordination-that existing theories rule out by definition. I argue that these puzzling combinations cannot be understood with reference to the usual dichotomous, structural variables on which the literature has long relied, but require instead greater attention to the coalitional foundations on which political-economic institutions rest. A coalitional approach reveals that institutions that in the past supported the more egalitarian varieties of capitalism survive best not when they stably reproduce the politics and patterns of the Golden Era but rather when they are reconfigured-in both form and function-on the basis of significantly new political support coalitions. The title for this year's SASE conference, 'Capitalism in Crisis: Economic Regulation and Social Solidarity after the Fall of Finance Capitalism', reflects the turbulent times in which we find ourselves. Policymakers struggle to respond to rapidly unfolding developments, while academics assess how well their theories capture those features of the contemporary situation that best reflect the choices these actors confront. Contemporary developments pose a special challenge for institutionalist theories of political economy since many of the institutional arrangements on which our explanations of cross-national policy differences are based are themselves in flux. AbstractThe German vocational training system has played a central role in sustaining the competitive strength of German manufacturing. This article provides an analysis of contemporary developments in this system to assess its likely future trajectory. I begin by underscoring the differences and similarities of the German system to alternative arrangements that have emerged in other countries. I then turn to recent trends in Germany that have caused concern among policy‐makers about the continued strength and viability of the vocational training system. I discuss reforms undertaken in the past few years that point to incremental, though possibly transformative, changes in the system designed to reduce costs and increase flexibility through renegotiations on two fronts: between general training standards and firm needs and training practices, and between the in‐plant and school‐based components of training.

What is the impact of globalization on labor in the advanced industrial countries? One body of work holds that globalization pushes all countries toward neoliberalism; another argues that the impact of globalization will vary according to prevailing institutional arrangements and predicts continued divergence between the so-called liberal and coordinated market economies. In an analysis of the German case that combines case-study and formal-modeling methods, we refute the first, neoliberal convergence, theory, showing that globalization in some ways empowers unions by rendering employers extremely vulnerable to industrial unrest. Furthermore, we suggest some revisions to the second, varieties of capitalism, perspective. We show that, in Germany, employers' increased vulnerability to conflict has shored up centralized bargaining arrangements in the short run, but at the same time, has also set in motion feedback effects that are deeply destabilizing to the system in the longer term.
